I'm taking a stance.  Putting my foot down.  I know it's more the fault of the comics the game is based on rather than the game itself, but it is complete bullshit that Future Backlash was the only female character ever printed with 7 Intellect or more.  If that's supposed to be the character I think it is, her 7I doesn't even make any sense!  I haven't read anything with her in it, but nowhere in any description of her powers and skills does it mention she's any smarter than average.

I know there aren't too many to choose from, but Ivy is the best candidate for a female Legacy character deserving of 7I.  She's a schemer who formulates elaborate plans.  She's skilled at manipulating her enemies through persuasion and coercion, and if that fails, she can always fall back on the numerous toxins and pheromones she's concocted thanks to her considerable scientific knowledge.  She's an accomplished biochemist and the DCU's foremost botanical expert, having engineered whole new species of carnivorous mutant plants.  All of that is more than enough to justify the bump to 7I.

I switched her Energy and Fighting because I didn't want her stats to be exactly the same as Joker's.  Plus there's the fact that she can do all kinds of crazy things with plants now, like communicate through them over vast distances, and animate plant avatars.  Since Energy has always been the catch-all category for quantifying obscure powers like that, it seemed logical to give her a boost.  She's probably worthy of more than 2S due to her physical enhancements, but it's a compromise to keep her cost down.  She always lets her plants do the heavy lifting anyway, better represented by Specials.

EDIT: Added a Suicide Squad Affiliation.  Expect to see more when I get around to posting more DC characters.  Also gave Pam a new Inherent Ability.  Trying to remove refences to the characters' genders from all cards, because it's weird and problematic.  Her new IA represents her ability to sway others pretty well I think—male, female, or otherwise.

Poison Ivy herself would claim that it was blatant sexism that a qualified woman didn't get a 7I.

Y'know, of all the Batman villains that never made it into the Nolan trilogy, the one I would've liked to see get the Nolan treatment most... was Dr. Isley. All the villains that appeared in the 80s/90s filmed AND in the Nolan films got MAJOR improvements the second time around. Except Catwoman. Much prefer Pfieffer's. Blame it on me going through puberty at the time.

Anyway, girls in other franchises that I can see getting a 7I? Sailor Mercury from Sailor Moon, and Dr. Temperance Brennan from Bones.
